Croatian Army PSO Center

 

INTRODUCTION

The Members of CAPSOCPSO Centre was established in 2001 as a unit directly subordinate to the General Staff. Apart from training, it was responsible for selection, preparation, equipping and monitoring of PSO participants.

After the reorganization of the CAF in 2007, the above mentioned responsibilities were transferred directly to the CAF General Staff.

After the increased cooperation with NATO and participation in multi-national operations, gaining experience and developing functional interoperability, PSO Centre changed its name on 1st November 2007 into Croatian Army PSO Centre (CAPSOC).

Based on the fact that the Croatian Army, as the basic Armed Forces service, provides forces for international military operations, CAPSOC has become a part of the Croatian Army organic system in order to respond to its new tasks as readily as possible.

In support of the Long-Term Development Plan (2006-2015) of the Croatian Armed Forces, we have developed a new concept of IMO training in order to provide a systematic approach to IMO training. The aim of such a concept is, based on the experience and lessons learned, to provide a clear and systematic approach to IMO training and to improve training by standardization, development of progressive and sequential training and lessons learned system.

All courses at CAPSOC are conducted in accordance with UN, NATO and EU standards/moduls. Courses and training are conducted in English. CAPSOC has developed and successfully conducted eight courses so far. Three of them are declared to EAPWP and we declared another two for the year 2008.

MISSION

CAPSOC mission is to educate and train selected CAF personnel, other Croatian government bodies and foreign participants and provide assistance and support to units in conducting training and evaluation in accordance with internationally acceptable standards in order to prepare their participation in international military and other operations.

MISSION ESSENTIAL TASK LIST (METL)

Military CooperationCAPSOC accomplishes its mission through the following tasks:

- make training plans and programs for PSOs

- incorporate the accepted doctrine of NATO ground forces (ATP-3.2) into training plans and programs

- apply NATO, UN and EU training standards

- conduct training in English

- collect lessons learned in order to make a database and send them to other CAF organic units

- participate in the evaluation of readiness of units for IMO and train their evaluators

- conduct functional training of CAPSOC members and training for future tasks

- develop the project "Distance Learning" through CAPSOC website

- enhance international military cooperation with the aim to collect experience, up-to-date training and exchange instructors

HISTORY

Reception When the first UN military observer team was sent to UNAMSIL in Sierra Leone in 1999, and after the engagement in other international activities, there was a need to establish national training centre of CAF members for participation in IMO. Based on the order of the CAF Chief of General Staff, IMOC was established on 1 March 2001. The first IMOC Commander was Colonel Ivan Beneta who was responsible for organization.

During the first two years, IMOC was focused on preparation and training of teams and individuals for UN peace missions or international military exercises abroad. Apart from the observer training, IMOC participated in training units for international operations.

Croatian officer in the UN mission The first Basic Military Observer Course (UNMOC-1) was conducted in March 2003. Some other courses like "Command Information Systems in PSO (CISPSOC) and Radio Communications in IMO (RADCOMC) were conducted the same year. In October 2003, Navy Captain Ivan Anic became the IMOC Commander.

In March 2004, as a result of the effort made by our military adviser at UN-DPKO, Colonel Ivan Kinder, and all IMOC members, the first international officers were trained at IMOC which was officially verified by UN as one of the three such centres in the world. CIMICC and LOGC were developed and conducted in 2004. In June 2005, Colonel Vladimir Mikac became the IMOC Commander.

Visit to CAPSOC Apart from training, IMOC was responsible for selection, preparation, equipping and observing IMO. Due to the restructuring of CAF in 2007, the above mentioned responsibilities were passed directly to CAF General Staff and, on 1 November 2007, IMOC was reorganized and its name was changed into CAPSOC. Taking into consideration the fact that the Croatian Army, as the basic CAF service, provides forces for IMO, CAPSOC is now a part of the organic system of the Croatian Army and has developed a completely new concept of training for IMO, i.e. concept of progressive and sequential training.

In accordance with the new concept, we have divided IMO training into individual basic training for IMO, training of functional areas for IMO, pre-deployment training for UN missions and unit training support.

On 1 December 2007, Col Tomislav Pavicic became CAPSOC Commander.

Some of the most important CAPSOC achievements during the last seven years can be proved by the following facts:

- all courses are conducted in English

- we have developed eight courses in accordance with UN or NATO/PfP standards

- we conduct pre-deployment training for 13 peace missions with CAF participants

- more than 1000 members of CAF and partner states have been qualified to participate in IMO

- nine CAPSOC instructors have a UN instructor licence

- we have developed efficient cooperation and exchange of instructors with other PSO centres in the world

Development plan of the CAF, as well as future membership of the Republic of Croatia in Euro-Atlantic integrations, have contributed to more significant role of CAPSOC in training activities for participation in IMO.

COMMANDER

CAPSOC Commander - Col Tomislav Pavicic CAPSOC commander is Col Tomislav Pavicic. He was born in 1968.

Col Pavicic began his military career as a cadet at the military academy of former Yugoslavia in 1988. He was assigned the duty of artillery officer in 1990.

He participated in Homeland War in 1991 through 1995. He participated in combat operations.

After the Homeland War, he performed the duty of Lessons Learned Section leader and battalion commander and then was sent to a UN UNAMSIL in Sierra Leone as a military observer. Then he became Chief of Staff and Commander of the 16th Rocket Artillery Brigade. In January 2005 he became deputy chief of UNMOGIP mission (India and Pakistan) and was responsible for operational functioning of the mission. When the chief of mission had left his duty, Col Pavicic was filling the post of the chief of UNMOGIP mission for 4 months.

Upon his arrival from the mission he was assigned the duty of the Chief of Bilateral Military Cooperation Division at Croatian MOD M1 Department for International Military Cooperation.

Before his current duty of CAPSOC Commander which he assumed on 1 December 2007, he was the Chief of G5 Division at the Croatian Army Command.

He successfully completed Command and General Staff College, War College and graduated Criminal Justice at the Police Academy in Zagreb.

He was awarded several decorations and medals such as: Order of Croatian Trifoil, Order of Croatian Pleter, Homeland War Memorial, Homeland Gratitude Memorial, Homeland Gratitude Memorial for 10 years of outstanding service, Medal "Flash", Medal "Storm", UN medal for UNAMSIL and UN medal for UNMOGIP.

He is married and has a daughter and a son.

Accommodation and working facilities at the barracks "Vitez Damir Martic" are of a high level and provide a high-quality conduct of all types of training for the needs of international military operations (seminars, courses, conferences, etc.).

COOPERATION

CAPSOC has developed and conducted a successful cooperation with other PfP and PSO centres all over the world in the field of exchanging instructors, experience and lessons learned. As regards the exchange of instructors and lessons learned, we have developed cooperation with PSO centres of Greece, Austria, Finland, and especially with PSOTC in Sarajevo, BiH. We are gradually developing efficient cooperation with other UN/NATO/EU institutions.
